Picked Ho Chi Minh, Le Loi and Le Thanh Tong.

It should be noted that Le Loi was also controversial, most notably he launched the uprising under the pretense of re-establishing Tran Dynasty, but then when the uprising was near victory, he secretly killed the claimants to Tran Dynasty throne - the very people he previously claimed to support, so that he could establish the Le Dynasty and making himself king instead.

Edit: and Le Thanh Tong was well known for the genocidal war which he launched against Champa.
That is pretty shady of Le Loi... But it worked out in the end, so at least Vietnam didn't immediately implode on itself. :P

I also feel as if the controversy surrounding Le Loi is not as bad as Ho Chi Minh's because he's less recent than Ho Chi Minh. We all have our opinions, so we're free to disagree.

I agree.
If you look close enough you can find something controversial about almost every leader in the game/history. The difference is nobody is alive to remember what Lei Loi did to them or their family, no matter if you agree or not.

Even if they did, no one with common sense would complain about any supposed grievances because it's too late. No one else cares anymore. This is why any Leader after Reagan, in my opinion, should not be a Leader for Civilization.

Well my personal cutoff date is earlier than the 80s, more like any leader after JFK from the early 60s, but I agree.
 
I know almost nothing about Vietnamese history, but I would like to see Ho Chi Minh as he seems like one of the only 'uncontroversial' communist leaders that could be included. It's kind of crazy that we have absolutely no representation of communist regimes in the leaders so far, given how massively influential the ideology has been to world history.
