The Aztecs are the Aztecs. Mexico is Mexico.
Mexico is a mix between Spanish and native cultures (like most of Latin America), not just modern Aztecs.
That being said, Mexico has no chance of being in Civ. I would be happy if they did, but Mexico hasn't done anything Civ worthy. At least not yet. No one knows the future.
Maybe Firaxis will surprise everyone and say "Hah, you thought we were putting in 18 civs? Here is the final, full list of all 24 civs!" and people will be amazed. Also I'd like a jetpack and a unicorn.
Native Americans. A viable entity until the 19th century. A strong culture, and a beautiful existance on the best continent.
But the "Native Americans" were never a united civilization and never came anywhere near being an empire. They consisted of hundreds of different independent, mostly undeveloped tribes scattered across 2 entire continents, many of which had no contact with each other. The Aztecs and the Inca both technically fall under "Native American" as well and those are the 2 largest empires that pre-Columbus America ever produced. I mean hell, the Aztecs and the Inca were never even aware of each other.
My vote goes to Persia, although leaving out both Persia and Spain makes no sense as both could conceivably be called superpowers of their time period.
I don't like the idea of a "Native American" Civ but the Iroquois would be quite good.
The Iroquois were quite advanced and established a mighty confederacy in 1450. They were definitely on the upswing when the Europeans first came to North America.
Who knows what would have happened if disease hadn't massively depopulated the aboriginal peoples in the Americas. Most estimates are that the nearly 20 new diseases that aboriginals were exposed to left about 90 to 95% dead.
Certainly a great historical what-if.
