Here's what I'm going to do. If any noob wants to submit a civ, go ahead and do so. However, don't start crying if I delete your civ for a constant poster or artist on the forums. Also count on me taking old civs from the original biq like Dease's or truckingpete's civ if we can't get enough civilizations.
 
This would be good, but I think we won't have this problem eventually...
And anyway how would we going to select the mods (there are hundreds)?

That's an idea, we can represent mods or modding teams in civilizations as well. For now we should try to get 1 member civs.

@stormrage & mirc- Just if you are going to have a civ submit it.

I'll accept civs in there order
1. Members of the current CFC user's mod team
2. Frequent posters of CFC uninvolved with CFC
3. Old members of the CFC mod team
4. Other
 
We already decided that it's a democracy/kuladetatorship, so it's really no different from having to decide who makes the cut to have their own civ. Of course, if we're doing that, it doesn't make much sense to turn down members in favor of mods. I was suggesting the mod civs in case we don't get enough members.
