But it affects all your cities, right? It seems like a crappy waste of a good river tile if you only calculate for one city, but it affects all your cities. I've noticed that it seems to make a city swell quite quickly in mid game. Newly settled cities with a diamond of feudal farms grows very quickly indeed. Hanging Gardens also supplements one of the panthenons, fertility rites, for a total of 25% growth i think, which double stacks with indian stepwells. You also get the drama and poetry inspiration, and the basic adjacency bonus for your first theatre square.
All in all, not that bad. But, yeah, never a game changer either.
