Winter Patch - "Harvest" button shows up before resource is revealed

See title; When I stand on a tile with an unrevealed strategic resource (at least in the Industrial era; I haven't exactly done excessive testing), the harvest button for the resource still shows up, from which I can then conclude that I'll have coal (in this case) immediately after researching Steam Power.

Are you playing with any mods?

I have a mod which allows users to harvest any resource, when I installed it I got the ability to harvest before the tile resource was discovered.

I use AI+, TCS's Omnibus Complete (complete ruleset), Larger Worlds, Detailed Worlds and a mod that fixes the ancient/classical era unit production bug (which I believe is actually already fixed in the base game in a patch, but whatever). I checked ot make sure, but the omnibus mod does not include this mod, so while I do use mods, I don't use any that change harvests.
 
game without mods has every harvestable resources revealed right from the start of the game so it must be mods problem, am i wrong?
 
You are not wrong. In the base game (even after patches), you cannot harvest a strategic resource (like coal). So, if the OP can harvest strategics, that is a change made in one of his mods. The fact that the mod is arguably bugged (displaying the existence of coal before you research the enabling tech) should be reported to the mod's author, not posted in Bug Reports (where the mod author will probably never see it).

I just established, however, that I am not using any mods that alter resource harvesting. Larger Worlds, Detailed Worlds and AI+ only change respectively map creation and the AI, and strictly only that, and I read through the Omnibus Complete mod to make sure it didn't alter anything before I made my reply before.
 
No, you have not established that. Not sure what you want to hear, but harvesting strategic resources is NOT in the base game -- end of story. If you have that option, you either have a oddly bugged game or you are using a mod that has that feature and either you have overlooked that feature or that feature is inadequately documented in the mod description. Disable one mod at a time and it will tell you which one is giving you this behavior.
