Well the decision not to build the UN costs us as the Persians completed it right after starting in. I managed to deter the first vote but because catherine declasred war on everyone Xerxes won the second vote. It woiuld have been over soon anyway as the Persians were close to completing the ship and only a nuclear strike, which I wasn't in posoitoon for yet could stop them.. Here are the notes for what it is worth ...

..... Sorry guys
It is in the year of great elections that Ducksan of Mowee became out next PM. He sought to expand Japanese might further and to combat the menace of the high seas
1330 - The PMs first order was to assess the naval strength of Japan and to test the alliances. Our diplomatic corp. used their skills as warriors of negotiations to get Fission and Radio for 70 gold a turn, which was steal considering we are making 300 a turn and that they originally wanted it for 89 a turn plus our World Map, which we also took off the table. Our great railway project continued and sever cities were called upon to produce settlers to obtain the extra luxuries and wealth inside our sphere of influence. The plans of the Palace were reviewed and although Ducksan is humbled by the wisdom of the ancestors before him, his cabinet urged that something else be built as moving the capital further south would take too many years and not impact much. Wall Street was built and it was noted that this allowed us to pursue our aggressive scientific studies and still earn 34 gold a turn. After much debate Wall Street was built. Like the previous PM, Ducksan decided that given the conditions of the world the UN would not be a feasible venture
1335 -- Not much happened in this era as our workers toiled hard for the Empire. It is amazing to see how many deposits of uranium we have in our borders! On a sadder note the Oil reserves near Osaks have run dry. We have so much untapped weapons grade uranium that our future could be an atomic one.
1340 -- Our massive military upgrade began in earnest. Our yen continues to explode as the Wall Street kicks in and we are back to +238 gold a turn. The naval disparity between Japan and the rest of the world is alarming although our great admirals feel that a nuclear program could tip the scales into our favor dramatically. To that end two nuclear submarines are ordered up. It is felt that once we achieve rocketry that we can create a suitable deterrence against invasion. Nagyo is formed to access the productive power of the gems and mines in the mountains.
1345 -- Was a slow year except that our settler two inf divisions and workers as well as a tank brigade prepare for the departure south of our land to a small island known only as Okinawa -- the stuff of legends. We know other are there but we feel that the wealth that abounds, not to mention that there is no more free land elsewhere has led us to conclude it is a prudent move. The Iroquois tried to get us to sign a Mutual Pact but without technology our people know it would be unwise to cast the fates to others hands can be like casting rice to the winds.
1350 -- The era began with news of foreign spies sabotaging our Aqueduct production in Edo. It is too much of a waste of money to attempt to strike back at the possible culprits, but the modernization program begun by our predecessors continues and we will be able to deal our justice soon. Other than that our colonist rallied for Okinawa at Tokyo. Another settler has been produced to tap the mines and minerals lying unused in the East. Our workers toil endlessly to link and improve all the resources of our cities.
1355 -- The UN was completed by the Persians and it appears that a diplomatic win is viable. Our PM Ducksan told his envoy to abstain and so no majority was reached and the Persians and the Russians split it. Time is now running out....
1360 -- Not much happened but our colonists moved out. We continue to target the many vast mineral wealth we have to mine and bring rails and highways to in order to fuel our mighty economic engine. Our envoys have brought home bounties again!! We were able to secure Space Flight, Rocketry and Computers and Nuclear power for 150 gold a turn. It was a brilliant ploy for now we are able to compete with others and begin the Space Program. Again time is running even shorter. Out first tactical nuke is en route and already naval activity is falling off even more.
1365 -- The race is on! We have rushed the Apollo Program at the sole responsibility and discretion of Ducksan and in good time for as soon as it was completed the Persians announced the completion of their first stage. This is it. We either attack Persia soon or forget it, as this will be over for our people soon.
1370 -- We try and buy more techs but are reaching a point where our commitments will prevent us from researching tech on our own. WE have to build out what we have and push our new cities to grow as quickly as possible. Improvements are being made to the areas around the cities producing the Space ship parts but things look even grimmer for Japan.
1375 -- Another part of the ship is added. Our nuclear weapons are still being readied and we don not have the force to attack Persia and do any damage to their production. Our only hope is to guide our subs in range of the city they are building the space ship in and nuke it before it launches. But we have to complete our own, as the UN vote will almost certainly go with Persian and we do not have funds to tech up at this moment. Dark days have begun for the land of the rising sun.
1380 -- Nothing much happens except that we conduct an investigation of Persepolis. It appears that they will have completed the fuel cells the next turn. It is now either, nuclear war, or bust as the investigation also concluded there was 19 mech infantry in that city alone. A military victory is out of the question by conventional means.
1385 -- I feel that Ducksan is losing control of the situation. His nuclear program has gotten to be a concern. Despite all efforts to upgrade the cities it is too late to bring the production up to the level needed to acquire the tech AND build the Space ship components at one time. It is looking like a kamikaze option is our only hope.
1390 -- The Russians demanded tribute from Ducksan and us told them that Japan would not buckle. After consulting the world map Ducksan could see that the Russians and the Iroquois were fighting over contested lands and so for 50 gold we were able to get the Iroquois to join our divine struggle.
1395 -- The Russian BB group attacked our coast but destroyed only little. The real damage came from waves of bombers stationed in Rostov. But our armor is closing fast. The Persians have added the Fuel cells and the boosters and look close to launching their craft. Our nuclear production is just not fast enough.
1400 -- Our Calvary division takes heavy losses from the bombers although armor and infantry close on the town of Rostov. The Russian ships continue to attack us. Now the question is do we attack the Russian ships or the Persian city?
1405 -- We produced our first tactical nuke and immediately loaded it on to one of our nuclear subs. the decisions was made to go ahead and move the sub into position at Persepolis. Our tank destroyed the infantry at Rostov, but a rifleman defeated the same healthy armor unit, which astounds us greatly. The Iroquois navy has shown up to help us defend our coasts.
1415 -- Well the UN destroyed us as all the other nations voted for Xerxes. It didnt look like we could have pulled it out anyway and so after losing face, Ducksan commits Hari Kiri in the name of himself and his ancestors.
Here is the save in case you want to see it...
