Question:

Why didn't they just make the Hittites and the Sumerians FULL Civilizations to play in the main game? The art is all there with the exception of the leader heads...

COME ON Firaxis! Do it right the FIRST TIME!
 
The artwork that isn't there (the leaderhead) is probably the most intensive to complete. Full animation with sound. The icons give a basis to work from, so maybe they'll be included later, but it's the leaderheads that would require real resources.
 
Camikaze is probably right. Adding them would add additional work and their UA seems unsuited.

Should be supereasy to mod them in though, if someone hasn't already.
 
Yeah sorry, but if all you are missing is the leaderhead, that's pretty cheap.

I'd like to see someone make one before saying how cheap it is.

That being said, you also need:

Natural Sumerian speaker
Sumerian music
Sumerian intro recording

Natural Hittite speaker
Hittite music
Hittite intro recording

Find a way to make the Phalanx and Heavy Chariot unique in slots that don't allow a lot of wiggle room.

Find ways to make their unique abilities unique (Hittites have Russia's ability, for example). Honestly, you have a better argument for the Normans and Norse than you do for the Hittites and Sumerians at this point.

Still, it's a great start for a mod. If you do take up that leader art creation I suggested, I'd recommend Ur-Nammu instead of Gilgamesh. Here is a Sumerian dictionary to help you record the audio. You might be able to find an Assyriologist who could speak it as well (try the University of Pennsylvania if you want someone in this hemisphere).

As a consumer we're free to critique products as we see fit. We pay for it, we can comment on it without being told to "Go do it yourself or else sit down and shut up and enjoy it".

It's their job as a company to create this and they're experts on it. They've got professional paid graphics artist on staff and it's what they do. They also have paid professional staff who arrange the rest of it as well.
 
I do enjoy the scenario, but I have to agree. they could of added at least one civ. In you noticed in the loading screen the had maps of both empires. All they have to do know is go through the long leaderhead process and balance things out. It will be tough though to do sumerian and hittie languages
 
It's more disappointing they didn't make a static leaderhead and icon like they did for the Viking scenario. That was at least in the realm of possibility and would have made them better to mod in.

Although, much like all the scenario civs, their UA's are just slightly altered version of UA's already in the game. Hittites being Russia minus the Uranium bonus.
 
Sumer's UA is pretty good, and I don't think anyone else has it. Actually, I really like the civ - of all the scenario civs (from all the scenarios so far) it seemed the most complete to me.

The key word there is paid. I'm not saying go do it yourself or shut up. I'm saying don't imply the cost to for only a leaderhead them is cheap unless you have some idea the actual cost.

Cheap doesn't always refer to a direct dollar amount.

I said it was cheap to design the rest of the Civ and just leave that part out. See stingy or miserly. It feels like half a job.
 
Ah, gotcha. Sorry for the misunderstanding.

That's clearly not the case, though. In fact, it's closer to the opposite, they only did unit and building art. They didn't do any of the sound files, for example.

You are both wrong. The leaderheads would not take that much longer to complete. Neither would full animation with sound. Adding them would not take to much work, and the UA is perferctly suited.
 
If they do go with an expansion pack, I could see that. It's the only way I can think of to include them since the Civ+Scenario DLC option doesn't really exist for them anymore. That being said, I don't necessarily think they'll be added. Afterall, neither the Normans nor the Danes were DLC. Motte and Baileys and Huscarls were added to scenarios just like Phalanx and Heavy Chariots were, but there's no campaign of incorporating them into the main game.
