That would be the 'end plate' effect. Those wing tip 'items' - I'm not going to call them 'winglets' - don't look large enough to do that. You need pretty much enormous endplates to have a useful effect.

They look wrong for winglets - the typical airliner winglet is on the upper surface, and acts to reduce the strength of the wingtip vortex, converting that energy, in part, to thrust.

I'd guess they are an attempt to reduce the dihedral effect (the way the aircraft rolls in sideslips) - they probably didn't want to cant the outer wing panels any more than they are.

Incidentally, apparently the outer panels are hinged - yeah, right, the more I learn about this the less I'm inclined to think it's real.

Sonic Cruiser
Dropped by Boeing when nobody was all that interested. Sceptics consider it to be simply an A380-spoiler attempt by Boeing, rather than a serious design. Boeing's new high profile project is the 7E7, which some marketing moron has named "Dreamliner". Supposedly 20% more efficient than current aircraft. I'm not holding my breath on this one either.....
