It functions as a normal wonder, build the wonder and a quote will play, although the audio isn't a text to speech "robotic" emitter.

12 December 2015 Patch
Refined the XCOM and GDR resolutions into proper buildings utilization. (Shouldn't be any weird interaction at all anymore!)
Population Buildings now work on efficient LUA coding and turn processing should be a little faster.
 
Just wanted to make sure: is this modmod still valid? Once was one of my favourites. I'm asking 'cause there hasn't been any updates in a while, but maybe it's just that everything is in order and still balanced.
 
Still works. Although, the tooltips in OP is outdated. I've been planning to fake a mini-World Congress through dummy events, so we can have better resolutions.

I know why, it's probably a typo error. It's nothing big, it'll just have an error everytime it tries to display the Three Gorges Dam.
 
Enginseer, can u look at Tempest project? Cause I don't see an unique promotion from it after fighting. Or it is just don't displayed in promotions?

So, I'm offering a proposal for the next WCR update(that has much more than this)

1) Sphere of Influence now permanent, not repealable. Lost upon conquest of the city-state or the sphere's owner.
2) Decolonization now repeals all Sphere of Influences.
3) Liberating/Puppeting a City-State now grants you the option of:
a) Installing a Sphere of Influence which is essentially permanent while also turning all your bonus influence into -40(still maintain allied status, but you become unable to pledge and you run the risk of Decolonization hitting you)
b) Installing an Open Door Policy no longer grants influence loss.
c) Installing a pro-nation government. You will receive a bonus depending on the city-state type along with bonus influence.
i. Cultured: +100% of your Culture.
ii. Maritime: +50*Population Food in the Capital.
iii. Mercantile: +1 Happiness.
iv. Militaristic: +2 Units in the Capital.
v. Religious: +50 Faith scaling upon Era and the City-State converts to your majority religion.
Any discussion again these changes?

When would you choose to install an open-door policy over a sphere of influence? I can't really think of a plausible scenario where that's beneficial.
 
it might be easier to get people teaming with you to put an open door policy rather than sphere of influence, if you just want your ennemy lose stuff but don't think people will help you get it for you

or if you can't protect a remote city state that own 6 uranium you might not want it for you or it'd be conquered , though if it is neutral it will annoy more ai if your opponent try to takes it , so you ensure no-one use the uranium, it works for ambassies instead of uranium too i think

I was talking about the liberation option this mod provides, not the World Congress proposal. Yes, sometimes you won't want to propose Sphere of Influence in WC because it'd tick off the other civs, but when you're offered a free Sphere of Influence for liberating a city-state, why would you pass it up for open doors? I suppose fear of conquest is a reason, but if you're able to liberate the city-state, you should be able to protect it as well.
