Oxford University = 10 (13-3) This is imo. the weakest of the remaining lot. Civ6 seems much less inclined to give you "super science cities" than Civ5 did.
Potala Palace = 9 (8+1) Diplomacy cards are some of my favorites, and I think any policy card wonder falling before top 10 is just plain wrong. And seeing this below Alhambra - which is imo. clearly the weakest of the lot - makes no sense.

Eiffel Tower = 16 (15+1) I try to build this every time when going for a National Park + Seaside Resorts victory. The synergy with Cristo Redentor is not to be underrated, and even without that other wonder, it seems worth it in most cases for me.

Ruhr Valley = 19 (22-3) For this wonder, you transform production into more production. It's rather easy to calculate if it is worth it or not. Since I usually don't beeline Industrialization, I don't get to this as early as possible. I only go for this wonder if I plan a science victory, and if I manage to get one or more of the space Great People, it's not really worth the effort. I know it's a favorite of many players, but for my games it's 50% a great wonder and 50% completely useless.

Venetian Arsenal = 23 - 3 = 20 (I generally have enough military units by that time. 6 battleships plus some land units are going to clean out the map most of the time, so this is just an overkill)

Alhambra = 11-3=8 - Weakest of policy cards. Amenities are fine, but Military policies are weakest.

Venetian Arsenal = 17+1=18 - I think I'll help Venetian Arsenal. Ranged ships are OP, but expensive to build. It increddibly helps me in every domination game. There are weaker wonders.

Colosseum = 30 (33 - 3) Certainly strong, but I don't think it belongs at #1. It has to be built fairly early and is likely to be overkill for some time afterwards.
Cristo Redentor = 7 (6 + 1)Doubles tourism from two potentially major sources. This is what a strong end game wonder looks like.

Big Ben = 32 (31+1) Forbidden City may be more flexible on paper, but there's never a time where you can't use another economy card slot, and the extra gold makes up for the lesser flexibility in the card slot - and then some!

Forbidden City = 28 (31-3) Overrated by players and the AI (which means risk of wasted production) unless you really want great people points. Also given wild cards appeal to every victory type and every civ, every AI will have their eyes on this thing. Generally speaking; If I want an extra slot, I want it for a reason. Having a specific plan means I know which type of cards I'm interested in using it for. If I know that, I'm better off building the wonder associated with that card type instead. Less competition, more secondary bonuses. Also the adjacent to city center restriction is awful and wastes an adjacency you could use on something else.
Great Pyramids = 25 (24+1) Pyramids are beautiful. AI does not prioritize building them at all. 2 culture (a monument) and a free builder is about 120p by the time you build this which effectively reduces its cost to 100p if you plan for it properly. For that 100p and a useless desert tile you get +1 builder charges and adjacent tiles for adjacency bonuses with culture districts and unique improvements (Egypt and France). If you are Egypt and building next to a river knock that cost down to 66p. Less than 3 builders later and this wonder was free. It is a dream for squeezing out production out of thin air and transfering it to your developing cities in order to catch up to the AI in higher difficulties. It's like printing money in an economy without inflation.

Alhambra = 8 + 1 = 9 Anything providing free policy slots is useful enough when capturing from AI to be worth at least top 10

Cristo Redentor = 7 -3 = 4 Cultural victories aren't gone after at high difficulty levels which makes it useless at those levels to even capture from the AI.

Alhambra = 10 - (9+1) I don't care if it's supposedly weaker than other card-giving wonders. All card giving wonders are good. Also I'm more likely to want a non-military focused government with an extra military card than a military-focused one with an extra economic slot (of coarse I want all extra slots).

Colosseum = 28 (31-3) Great wonder, no question. AI often doesn't build it for some reason. But I think it's doing too well right now. A good placement helps a lot and can get (some of) your core cities to ecstatic level. But there are lots of other options as the game progresses.

Great Pyramids = 26 (25+1) I always go for this when I have desert nearby. The AI often doesn't and there is no chance that it is not worth it. While it probably not win against Big Bend, I think it should at least be top 5 in the end, if not top 3.
