Mausoleum at Halicarnassus = 26 (25+1, simply due to how valuable this is for a science victory).

@larse I personally like when wonders are added via DLC, especially in this instance (in which it comes as a bonus to the main content, rather than as the focus of the pack like in V's Wonders of the Ancient World). Because it's adding content that otherwise might never have existed. But I acknowledge that my opinion isn't shared by all. That's part of why I specified that people can downvote for any reason that they like. And, the high position of the Apadana and the Mausoleum at Halicarnassus seems to indicate to me that most people aren't as bothered by this as you.

Alhambra = 6 - 3 = 3 It would be nice to have both Retainers + Conscription/Levee en Masse all the time since Medieval, but sacrificing one for that concentrated military production effort isn't that much of a hit and on reverse, being able not to sacrifice either isn't worth the 710 production you need to sink in to gain it; military cards are the least flexible ones and if an urgent need rises, wildcard slots can do the trick perfectly well; 2 Arenas for 2 Amenities is 260 Production and I can't lose them in a race while Alhambra is 710 production. Obviously 2 Amenities isn't everything you pay 710 Production for when building Alhambra, what I mean is that there is a different and pretty easy way of getting 2 Amenities so that pseudoyield still does not make Alhambra that hot. Also Potala/Forbidden City are coming available for construction soon so I want to keep my production monster ready for that.

Colosseum = 26 +1 = 27 Available early; has very easy placement requirements (adjacent to Entertainment Complex of any city, no Arena needed, you you can have Entertainment Complex only in city A and build Colosso in city B because it has that one tile that allows 3 more cities within its reach, or because City B has reasonable production for a wonder but no pop limit for another district); its "yields" are universally useful for all strategies/victories/civs; its "yields" outclass all wonders of its time and of many that come later, and scale very well throughout the game; very easy to plan empire shape with this wonder in mind in a reasonable way to maximize gain and you actually can plan cities placement with this wonder in mind;

About Mausoleum: navy is only useless when you play Pangaea vs no coastal civs, when you get your buttocks handed to you in Renaissance because you got double Ironclad Armada'd; or lost Space Race because someone just popped double Sergei Korolev and Wernher von Braun and finished all 3 Mars Projects from 0 to 100% in 2 turns, this wonder looks not so shabby; we got Gold and Faith to snipe crucial Great People that we can't get naturally, and we probably can't get them naturally because we freely gave Oracle away and its owner is choking the Great People market for a long time, or at least setting us back in the race. Never mind, Oracle's owner is Russia/Japan/Brazil with Dance of the Aurora/Sacred Path, Synagogues and Jesuit Education, they first mass purchased Universities and Reasearch Labs in all their cities AND then Faith purchased "our" Space Race Engineers, that's how bad Oracle is and religion not worth pursuing.

Also Broadway gives +20% Culture to the city it's built in, same as Oxford University does with Science. Look at the Culture yield tooltip in city panel once you build it, the +20% will be listed there. Or just go into the game files. Broadway would fall off anyway I believe but maybe not in close neighborhood to such tile wasters as Hanging Gardens, Great Lighthouse and Mahabodhi.

Apadana = 18-3=15 (I like this wonder, but it really depends on the start location and production of the capital and map type. Not every capital is suitable for multiple wonder building)
Big Ben = 31+1 = 32 (I don't think it's late. Instead it comes at the right time to double the treasury for GP purchase as late game great engineers/merchants/scientists are the best. There is not much point of doubling the treasury in early game when one at most has a few thousand coins. The economy policy also comes at the time when the players have enough trade routes and buildings to fully take advantage)

Alhambra = 1 (4-3) Diagree with poster above, this is definitely the weakest of the remaining lot. I rarely find myself needing more than 2 military slots to cover my needs.

Big Ben = 33 (32+1) I also don't think it comes too late. I rarely have much of a gold stash or significant GPT before this time where I've actually gotten to build banks, and the gold is extremely useful both for upgrading military units (which is a gold sink), buying tiles (which is even more of a gold sink) and of course to snatch a couple of GP for an easy science victory.

Ruhr Valley = 15 (18-3) Powerful wonder, but always ends up being put on some nice mines I've already built. And if the AI gets it, my mines are wasted.
Venetian Arsenal = 16 (15 + 1) Fun to have a big fleet, and quite useful if your're not playing pangea. Generally not that popular wonder among the AIs so not too stressful to build in single player.

Big Ben = 30 (33 - 3) The policy slot wonders are strong, but not as strong as this voting suggests. They aren't enabling the strongest policy card you run (you'd take that first anyway), they're enabling the last one you fill into a given category.
