A messenger from the Portuguese west of the Spanish Empire attempted to enter Spanish lands to deliver a message to the Queen. He was stopped by the Barcelonan watch, on a hill overlooking Portugal, where a fort is currently being constructed.
A brief historical reminder: Queen Isabella herself has no knowledge of Portugal. The brief interactions between Portugal and Spain have been Spanish warriors and scouts, thousands of years ago, who were then killed in the wild before they were able to return home. Isabella does allow the city-states under her rule local authority to an extent, and so the people of Barcelona are the only ones who have knowledge of Portugal. Being a military folk, they generally shoot first and ask questions later. The people of Barcelona have generally always looked down on the people of Portugal, and the fort being constructed overlooking Portugal reflects their attitudes.
Needless to say, when the messenger attempted to speak to the Spanish people, he was asked his intentions. He stated he wished to bring a message seeking knowledge from the Queen, he was promptly turned away and told to return home at once, at the threat of an arrow through his skull. No word was sent to the Queen. And so the people are Barcelona began undermining the Queen's authority without her knowledge, furthering tensions between Portugal and Spain. We still do not know the Queen's true thoughts on her western neighbor, and it could be said that the people of Barcelona are itching for a real war, not against the barbarians to the south, but their old rivals to the west...
