It is the fall of 1938. The cessation of Sudetenland to the Third Reich is final and Chamberlain is disembarking his plane, home from Munich. As he exits the aircraft he is waving some white papers in his hand, it must be the treaty! "Peace in our time!" he yells happily. "Peace in our time!"
But will the unification of all german-speaking people truly sate Adolf Hitler's lust for power?
In Spain the Republicans are hard pressed. The battle of Ebro may result in a decisive victory so sorely needed to stop Franco's Nationalist Spain. Deep inside Russia, thousands of military officers are deported to Siberia as Stalin destroys any potential breeding ground for rebellion agianst him in a lifetime.
Under the cover of darkness secret organizations and mercenary groups plan to increase their influence through the might of diplomacy and money or force if necessary.
In the far west the Americans and Canadians build up their industry as they recover from the economic depression and the US pledges never to get involved in a war yet again. In the Far East a long-standing bitter war rages on between Nationalist China and Japan while the Communists recover further west deep into the populous country. In India, nationalists and mountainmen prepare to revolt against the British Empire to gain their freedom. Will the call to aid the Commonwealth stir the soul of the 'Down Under'? What of the Africans, do they plan to rise up to the call of freedom, aid their colonial masters or would they rather sit content and tolerate the status qou?
In Latin America Brazil and Argentina life continues as normal, yet strong ties to Europe, facism or democracy in America are latent and should there be conflict abroad these nations may be swift to take sides and shed blood against each other. Or perhaps they will embark on a path of isolationism?
Only time will tell. Peace or war, the decisions made will shape the world.

Industry
- Each quarterly phase you have a full industry score to spend.
Putting too many men under arms will have a negative effect on your economy and industry. While it is perfectly possible for the USA for example to produce the weapons necessary, train and pay the economic upkeep for more than 3,000,000 Militia it is not necessarily desirable - nor will it make you popular with Congress or popular opinion but funeral companies will most likely be very pleased (should they ever engage in a major battle).
Unit Apprx. Cost. You say how much you want to spend and depending on what happens that year I may modify what you actually get.

During any major conflicts there will be significant deduction of your industrial power to support the war effort. For example under D-Day the UK and USA would have to pony up a combined 75 Industry to supply the two/three month campaign. The German Invasion of Norway would be more in the 10-15 region and the Chinese civil war around 20 for all parties.
In order to increase your economy you will have to spend as much as your economy or do it through a project or a major industrial project (such as spend my entire industry on improving infrastructure and trade routes).
Education
This is just how your people are... educated, I guess. Obvious enough. With a good education, you have better chances of receiving a miraculous invention. It also affects just how advanced your weapons are, and thus the success of your army in a battlefield.
Once someone reaches Enlightenment education, he becomes able to receive a WW2 technological advance any following turn. When he chooses to, he loses two education levels.

Culture
This is how culturally strong, patriotic and unified your nation is. A nation with a strong culture is less likely to fall into a civil war, and its people would resist most invaders and otherwise help their government. This also influences army morale. A weak culture is unlikely to be as resistant to outside threats, there are often rebellions and defections. The higher your culture is, the higher are the chances of assimilating less militant minorities.

People can be fiercely unified and patriotic, but they will not necessarily like their ruler - in fact, a strongly cultured nation with little confidence in its leaders can, in its cultural unity, lynch the rulers and fire their remains from cannons. Into the huge pot filled with boiled sharks. Not that the rulers will care by then... You can grow confidence by economy (propaganda), but wouldnt it be easier to write a speech or persuade the people that you are the leader they need?
