why always so historical with Civ proposals...?

IS (aka ISIS/ISIL Islamic State (in Iraq and Syria/the Levant); led by Abu Bakr al-Baghdadi)

UA: Cultural Cleansing On capturing a city that holds Great Works of Art, you may choose for each such Great Work :greatwork: to either ransom it for an amount of gold :c5gold: [depending on the difference between the work's creation and the current era, the longer the more expensive] to its creator civilization or destroy it and gain faith :c5faith: equal to half the ransomable amount of gold :c5gold:. If you founded a religion, :tourism: from civilizations that follow a different majority religion is reduced by 33%.

UU: Executioner (Infantry) Slightly weaker than the Infantry it replaces, but also cheaper. Starts with the "Beheading" promotion, which causes civilian units captured by this unit to be destroyed and its original owner suffering a -33% tourism :tourism: penalty to your civilization for 5 (cumulative) turns. When defeating an enemy unit in combat, the penalty applies for 1 (cumulative) turn.

UU: Salafist Preacher (Missionary) Has a 15% lower coversion strength than the Missionary he replaces. When the Salafist Preacher spreads his belief to a city, all units adjacent to the Salafist Preacher have a 25% chance (50% if the majority religion in the target city is the one you founded) of converting to your faction.

Thank you :) It's certainly not your typical off-the-shelf civilisation, being pretty much totally parasitic and destructive, but I thought that approach was most suitable for a terrorist organisation that isn't out to really "produce value". Similar to Urdnot_Scott's Vandal design (which I like quite a bit), actually, just a bit more extreme :D
 
Clarified now. Problem with these guys is that they go by several acronyms - in my country of residence's press it's usually referred to as ISIS (or simply IS), but in Wikipedia (en) and a lot of press articles in English it's ISIL. I just put the one here that came to my mind first and then forgot to adjust it to international conventions.

UA: Beeldenstorm: Can Destroy Great Works to Generate Points towards Golden Ages and earn a Lump of Faith. Faith Purchases reduced by 50% during Golden Ages.

UU: Huguenot Replaces Settler. Can Spread Religion Twice after adopting a religion and Found Cities, but takes damage from attrition. Can be Purchased for 500 Faith.

UB: Quarry Treasury: Replaces Stone Works. No Resource Prerequisites, but no bonus from Stone and Marble either. Generates Points towards the appropiate Great Person whenever a Great Work is Destroyed, a Building with the Appropiate Great Work type is Sold or a Building with the Appropiate Specialist type is sold.

I tried to figure out how this works but I'm not sure where the mechanics are coming from or when we vote for what, so I'm just going to throw an idea for a mechanic I saw in the poll -> gold for settling cities on rivers

Wendat People (screw Iroquois)

UA: Great Lakes Trade Network - Settling next to a river earns 100 gold. Cities on rivers get 50% trade bonus instead of 25%. Resources that can be improved with camps act as if they've been improved even if they haven't (Goddess of the Hunt gives +1 food to camp-resources even without camps and furs and ivory resources can be traded/used without improving them. Camps still must be built for normal tile yield bonuses.)
UB: Wooden Palisade - replaces walls and can be built with mining, not masonry.
UI: Trader - replaces trading post, receives all bonuses trading posts receive from technologies, +1 gold when adjacent to rivers or on roads.
