You guys aren't gamblers. The odds look bad on paper, but the risk is worth it. His capital and a worker for 35 hammers? Wait a few turns for him to bulk up and you'll be looking at 4 archers or worse in the capital. You'll need 8 axes and wasted time.
If you are playing Rhye's, you'd be better off posting in that forum. Each civ has such a different position that the advice is going to change quite a bit.

I assume the point of this thread wasn't whether or not people advocate the promotion of cover to every axe, because I'm sure no one does that. I still don't think using it for quite a few axes is a mistake though.

Definitely have won immortal games without any wonders, but those were more because I was behind in other ways rather than just avoiding them in the spirit of being optimal. I usually build some wonders. Sometimes rushing to music and denying the AI the Sistine Chapel can prevent a cultural loss.
