This is a bit off topic to what you are modding right now but are you familiar with the independent system Jarkov used in his mod. If so what technical changes did he implement and how did affect the AI. (To refesh your memory, Jarkov gave all the indies their own flag etc but I wanted to know if the change was deeper/more technical than that and had meaningful gameplay affects?)

Ooh. Notepad++, IMO, is quite bad for python editing. Can I recommend IDLE or Netbeans with the python plugin? because the indents appear quite off, and don't throw exceptions only because the Civ IV version of the python compiler doesn't seem to care about it.
Also, what do you use to edit your python files? Your indents are all funny.
