There is a free trader in Neapolis city, make the 4th trade route, Medieval Faires triggered (both Yerevan and Stockholm requested this inspiration)
Bug: Stockholm ask me to boost this civic again???
This bug solved itself few turns later when I finished the civic.

However in another game, a City State gave me a quest to build a second Governor Plaza (same bug), the quest stuck there for the rest of that game.
