[GS] [1.0.0.290] Railroad doesn't take resource if iron or coal is maximum amount

When iron or coal is maximum amount(81 in this SAVE game), the number does not change in spite of building railroad.
After I dump out coal (81 to 51) to Gandhi, then each railroad takes 1 coal, while iron always stays at 81.
This can be checked easily from this SAVE game.

(EDIT) Found another bug about resource. In this SAVE file, oil has -5 yield. It should go down to zero but does not go under 4 through turns.

(EDIT) If you declare war against any one, you can see that modern armor or infantry already suffers from lack of oil. It looks like the stockpile value on the top bar (or something) is not working normally.

This is related to the bug I reported about selling resources over the cap. In this case, you are making railroads with current resource production, without needing to dip into your stockpile.
 
Further play found this.
Oil stockpile goes below 4 as soon as oil plant in Seoul is repaired. (Seoul plant had consumed 4 oil when it worked)
It means that any resource spared from malfunction of plant is added to final zero.
This is calculation sequence error.

I believe there are similar errors where the stockpile goes over cap or below zero.
That is the reason it looks as if the stockpile freezes near cap or zero.
