Not quite sure this is right, but apparently the Fleet Commander's gather units action is called "Assemble Army" and claims to gather adjacent Land Units on some unspecified Army Commander.
(I have not noticed any Land Units being gathered into an unspecified Army Commander upon activation of this ability.)
