1.15: Wonder shields are lost during revolution?

During my current epic game I switched governments. All cities were set to governor control with mood control and emphasis on production. Production management was *NOT* activated.

At the third turn of anarchy, my capital stopped producing the Pentagon out of a sudden and built a cavalry instead. Since I had already piled some 300+ shields, the cavalry was produced in anarchy times and of course, all the shields were gone. :mad:

Difficulty: Monarch
Nation: Persia
Government: Anarchy

How to reproduce:
Play the game. Start building a small wonder. Wait, until small wonder is almost finished (some turns needed for completion). Change governments. Observe production in any turn during anarchy.

Expected:
Shields piled so far should be kept, as they are for any other production.

Proposal:
Don't make the governor change production during anarchy. Even less without any notification of the player.

Haven't tried to reproduce it, Bello, but I do agree that it shouldn't change production during anarchy. In general, I'd say that the governor should not change production if the new item costs less than 2/3 of the shields already used for construction. The limit is somewhat arbitrary, naturally.
 
Maybe it changes production in anarchy because you're in, well, anarchy! :yeah:

I haven't noticed it, since I have my governors off (in the cities, and preferences).

That was my idea as well and I checked with the other cities. For all of them, production remained as it was when I entered anarchy.
Now, one could say wonders are not to be build during anarchy. But:
a) I never heard about that you can't build wonders during anarchy, respectively that you would loose your piled shields
b) If so, a warning, hint, whatever would be more than useful.

So, as far as I see it, it just is a bug - a rather annoying one, to be honest.

I can't check the saves, but do you still have 3 armies in the field? I've "lost" Pentagon shields to some lowly unit when I lost an army during construction in base C3C. No notification, just an automatic switch.
 
At that time I still had those armies, yes.
 
You only have 2 armies in your "after" save. You need 3 armies to start AND complete the Pentagon. If you lose your 3rd army, another unit is substituted.

As a test, I disbanded one of your Armies, and the very next turn, Cavalry was subtituted in the queue (but not produced) without warning. Cavalry is the most costly unit that you can produce. By contrast - if I fortify all of your units, I can get out of Anarchy with all of the Pentagon shields intact.

It's a bit inconsistent on the game's part -- for units, you only need to meet the resource requirement when you start building. But for the Pentagon, you need at least 3 armies every turn you are building. I'd assume that's the case for all small and great wonders... e.g., lose Ivory, and no more Statue of Zeus; lose a Stock Exchange and no more Wall Street, etc.

But you're right, I lost the third army (that one next the Aztecs territory) to a Hittite attack.
So, it is correct that I couldn't finish the Pentagon, although your remark is true about being inconsistent.
Especially if you take into consideration that if you are building Great Wonders and are outraced, you will get a notification about that fact and have the chance to switch to the town.

So, I still consider this to be a bug, although it is not the kind of bug I initially thought, it were.
