During my current epic game I switched governments. All cities were set to governor control with mood control and emphasis on production. Production management was *NOT* activated.
At the third turn of anarchy, my capital stopped producing the Pentagon out of a sudden and built a cavalry instead. Since I had already piled some 300+ shields, the cavalry was produced in anarchy times and of course, all the shields were gone.
Difficulty: Monarch
Nation: Persia
Government: Anarchy
How to reproduce:
Play the game. Start building a small wonder. Wait, until small wonder is almost finished (some turns needed for completion). Change governments. Observe production in any turn during anarchy.
Expected:
Shields piled so far should be kept, as they are for any other production.
Proposal:
Don't make the governor change production during anarchy. Even less without any notification of the player.
