The Colts are already a solid team, and can improve even more for the reason you listed. The same also applies to the Dolphins, but I expect AFC East to be a meatgrinder.

there are other teams besides the Colts and Dolphins with lots of cap space, but those teams are not solid already. It is unusual to go from horrible to super bowl contender in one year.

I'm thinking about changing this position. Thus far, the Colts haven't been nearly as aggressive in free agency as they could be or I was expecting. As of right now I think the Browns are the best team besides the Bucs on paper, so I'm going with them.
 
Provided that Allen's season this year wasn't a fluke, I would be more inclined to go with Buffalo. I most certainly don't think Jones will put the Titans over - he just came off a major injury at an age when injuries start to multiply, and speed receivers start to slow down regardless of health.
 
I think the Browns have more talent than Buffalo on both sides of the ball.
 
Aaaand the Colts lose Wentz to a foot injury for 5-12 weeks.
 
And their best offensive lineman.
 
Strangely it appears to be the exact same thing.
 
Bills sign Josh Allen to six years mega deal. He is a worthy long-term solution do I don't think they had a choice.
