There isn't a no raising rule. Well aprt from Jerusalem which is where the holy relics go to, that needs to be protected from destruction. As its a holy city for everybody it wouldn't be destroyed.
The Danes don't get any relics so they have to steal yours
I supose I'll pay for it in the end when you all get ships, but I'll have a stronger navy by then. The vikings had kingdoms all over the place by attacking other nations and getting land granted to them (like Normandy) to stop the troublesome attacks. I would be open to negotiations.
