Made a simple, unconditional extended city working range DLL for HR. Xyth also said there were some attempted fixes in the source code.
May come with a reduced GPP/Espionage weight for specialists, sorry about that. And extra happiness/health weights, not sorry about this. Nevermind, was in a wrong place, shouldn't matter.
To install replace the original in HR/Assets.
Enjoy.
