Some notes on diplomacy:
You can perform diplomacy in the IC thread, as it is in character interaction, though I will respond to PMed diplomacy as well.

Inter-player diplomacy is just as important as that between NPCs. Not responding to other player's diplomatic overtures is a good way to turn a potential ally into an enemy.

Quick Query. Are Elite Imperial Guard regiments available only to Genestealer cults or non imperial humans? If not, they'd actually be a fair representation for a Storm Trooper Corps, or similar.

They are actually the equivalent of the Imperial Guard. They're pretty much equal on the battlefield. Imperial Guard and Elite Regiments are assumed to have stormtrooper-like formations already included.

Well fine then Though that begs the question why the IG gets them for cheaper.

Because of the role they play in the army. Kind of like why the Tau pay extra points to buy squads of Imperial Guard than a guard player would for the same squad.

It is counterbalanced by other factors such as the freedom non-Imperial players have, and that they don't have to pay the tithe. Also, they get some excellent morale bonuses in certain situations and can be held up on a pedestal like Marines can.
