World Congress is bugged with this mod. I've searched THE WHOLE INTERNET and found out it is a common bug and nothing can be done about it. Can't open Congress window after every civ is discovered and when it is time to assign delegates can't get there aswell.

I can open the congress window but I haven't got far enough to hav met all civs so I don't know if it works or not. It's imperative to know this before wasting time on a game that won't work hours later

It's openable before meeting all civs Just that message appears that you need to bla bla Printing Press bla bla. But If I were you I would start another game without World Congress, too risky to play further and find out that all your sweat was FOR NOTHING!!! Just like my mighty polish empire Civ5 Wiki article regarding Congress says how to do it.

After adding more than 22 civs it possible to have static custom civs leader screens instead of just the palace background? Static screens only work with vanilla civs. Not the custom ones. Any ideas?

You'd have to manually edit the 43civ LUA to do it.
