There was war in the French areas between Scotland and DRGI. Though Germany was allied to DRGI, the Scots explained that they attempted reason but the DRGI refused to accept reason and went on with the war. This prompted the Kaiser to immediately declare neutrality, because DRGI had a chance to keep peace and it did not take advantage. The Reich would not join a war that could have been easily avoided by simple diplomacy.

The Carthaginian Empire sues neutrality until this whole ordeal is situated out. In the meant time, a new government is taking form in the Carthaginian state. The new leader, Hamilia VI, has sworn the creation of the Carthaginian Republic to be formed for the people.
The Carthaginian republic will function as follows:
The counntry will be divided into provinces of ethnicity and local beliefs. Each province will have a senator to represent them, publically elected. Each senator much own 1,000 or more acres to become a senator. The exception will be the Carthage Capital Province, which will be able to have 3 senators elected. The Senate will then appoint a leader, the Consul, inwhich he will dictate the army and pledge elliegence to the Senate. The Senate will have full control over local laws and national laws, while the Consul has complete military control. However, to go to war, the Senate must vote and majority rules.
