Perth Charter on the establishment of the Dominion Commonwealth:
o Declare economic, administrative, and cultural cooperation, as well as declare obligations of mutual defense and non-aggression against member countries;
o Over the course of the upcoming 3 years since joining the treaty, all newly joined countries are obligated to gradually lower tariffs for raw and manufactured goods produced in each of the countries from 25% to 10% (lowering them by 5% every year of the transitional 3-year period). That measure is taken in order to prevent heavy economic impact on homeland labor market and local enterprises, allowing all economies gradually adapt to competition with foreign importers. Such measures will protect the interests of workers, unions, and syndicates;
o Streamline passing of customs for individuals and cargos;
o Provide 50% discount on port and airport duties;
o Streamline issue of tourist, work, and student visas;
o Guarantee criminal extradition and establish dedicated international channels for collaborative criminal investigations;
o Organize cultural and academic exchange.
o Amendment I: colonies, dominions, and other territorial dependencies of both countries are allowed to not ratify any two of the above listed obligations, on their choice. That measure is taken in order to accommodate territories with local self-rule (such as New Zealand) and distant colonies (Madagascar).
