After years of negotiation between the Liberal Union and the Arab wing of the Union of Peoples, the National Bank will be split into to banks, one in Istanbul and the other in Medina, with a national board of directors who will determine economic policy. The Union of Peoples pushed for this law on the heels of the WW2, when Arab resentment simmered, because they felt that the national bank was favoring Turkish industries for loans and leaving Arab industries to suffer. In response to these criticisms, the Ottoman government has federalized the banks, and offered large subsidies to agricultural industries in the Middle East and the Levant.

Baghdad and Aleppo Lead the Way
The cities of Aleppo and Baghdad have begun implementing water recycling systems pioneered by Ottoman scientists in Baghdad Technical Institutes. The mayor has called these systems the "future of sewer systems everywhere" and estimates they "could recycle up to ten percent of the city's sewage water" and free it up for agricultural use. Future sewage systems are projected to raise that number up to 50% by 1980.

The Ottoman Sultan Celebrates His Fiftieth Birthday
The Sultan and his family, avid movie enthusiasts, have decided to celebrate the sultan's fiftieth birthday by throwing together a film festival. Many private donors were brought together to fund the affair and a grand pot of one million dollars was made for film. The first, second and third place prizes will be $500,000 , $250,000 and $100,000 for the directors with the ottoman sultan being the final judge of these prizes. Smaller prizes of $1000 to $30000 will be divied up from the rest of the money to be given to camera men, or actors who did good jobs as defined by the group of donors. This has been called the largest film festival in Ottoman history, and all movie makers from all parts of the Empire have been invited to try their hand. Also invited are important dignitaries from the French Britain Union, Persia, Sudan, and Mexico.

While the Franco British Union is willing to tolerate the rhetoric of the Cape Republic in denouncing Latin Africa as being motivated by genuinely altruistic, humanitarian concern for Africans, the Franco British Union will not be amused by any formation of formal treaties and agreements with syndicalists in Europe.

Brandenburg proposes to the other German Federation members that we collectively request to join the IRA, forming one team out of the athletes from across all our states.
 
Westphalia, Swabia, and Austria all accept the Brandenburger proposal, and will wholeheartedly support a combined German team.

I'm going to make the deadline Tuesday, 3 January 2017 for now with the intent of getting the update done within that next week. If that's too early I don't mind pushing it back a day or two.

Let's not postpone it much further. The game is fairly slow, not too much is happening in the world, so people should have tons of time to write orders. If we keep postponing it, I don't know how much interest will be left for the game.
 
Yeah that was my exact thought as well; I just don't want it to intersect with people's holiday plans or something like that though.

We accept applications from particular rugby federations. If multiple national federations exist within the FBU, then they have to be explicitly listed. We cannot grant membership in the International Rugby Association to an undefined number of Franco-British federations.

Merchant Submarines:

Following diplomatic problems with possible trade deals and trade routes in certain regions, the siamese goverment has decided to found several merchant submarines.
These ships are no warships and treating them as such would be a against international law, the only difference between these ships and normal cargo ships, is that they can simply dive underneath potential blockades.
One ship has been laid down and two more are planned. These ships will have a capacity of about 1000 tonnes and will mainly transport rare materials like tungsten, tinn and eventually rubber.
Siam is also open to build additional ships to interested customers, of course we will be reluctant to sell those ships to potential enemies.
 
FBU refuses to acknowledge the role of merchant submarines as rumored to have been constructed by the Siamese government. The obvious role of the 'merchant submarine,' as they claim to be, are smugglers attempting to do illicit trade in FBU territory, as we have known Siamese to be engaging in currently.

An official warning is issued to the Siamese government that any such ship as a 'merchant submarine' is hereby forever barred from docking at an FBU port. No ship attempting to register with FBU registry of naval vassals as a 'merchabt submarine' will be accepted. Any unregistered foreign submarine detected in FBU's territorial waters will be sunk without warning or regards to casualty.
