We are now a Major Party. This means that we can have our own primary elections for candidates. Of course, the aim is to have a consensus of candidacy issues, negotiated by the Central Committee.

I get what you're trying to do. I'm not sure why, but that doesn't matter.
Supreme Court Rulings #1-3 already give Congress limited abilities to modify the constitution.
I'm not going to allow anyone to have carte blanche on changing the rules, because if rule changes make the game unrunnable, then I'll be unable to run the game. (and I'd really like to finish one!)
Nonetheless, this is America, the land of oppurtunity, so keep fighting for what you want and never let anyone tell you no!

The constitution is very clear on the format requirements for proposed bills.
I even highlighted it in blue.
New bills must be in the format of a simple, straightforward, single sentence statement.
As GM, I had several reasons for putting this rule into place, and you're not going to get around it.
I encourage you to keep trying. But you're not going to get around it.
Because I consider this one very important for the game.
Or because I'm mean.

Amendment Bill 1: The Constitution of the "More Perfect Union" America may be amended through same process as the real-life Constitution of the United States of America, with in-game cities corresponding to real-life American states.

So crazy it just might work. You could split off everything post-comma into a second bill, if you think it might be necessary.
