Yahzuk: I'm actually not sure of the answer to your question, because I'm not sure how "no response" votes are counted. Theoretically, if one rep and one senator voted yes down the line and no one else spoke up, wouldn't the bills pass?

Why the no-vote on HR-3, you may ask? As important as land development will be, Japan is the more immediate threat, and all resources must be dedicated towards the war effort. 20 turns from now, when this bill takes effect, this will still be true.

It seems that while the People and Congress were peacefully discussing improvements for the Nation, and as the Communist Party was debating means to bring World Peace into a path of progress, the evil Japanese attacked us.

Now is the correct time to move. You've got to be a resident of Boston to declare your candidacy. If you wait to move, you'll miss the candidacy deadline.

Oh, and a bill must get a senator's and a representative's vote to pass, as there are only two senators and two representatives, so 50% of yes would be achieved and the bill would pass. Correct?
 
I think with two senators and two representatives, it would take at least a simple majority of two senators+ one representative or one senator+two representatives to pass a bill. That is if we can count a simple majority across both houses. Otherwise, we need unanimous votes to pass bills at this time.

This is S5. You are allowed (and need to) declare now. I've got you down as a candidate.
 
darknight said it by accident, but the reasoning isn't quite accurate.
Spoiler :

The Senate and the House are two separate chambers of Congress.
They each vote separately on the bills.
A bill must pass in both chambers to make it to the President.
In each chamber a bill must receive greater than 50% yes votes to pass (SC-8)

So, we currently have 2 congressmen in each house.
1 vote out of 2 is only 50%, so 2 votes out of 2 are required to have greater than 50%.
Therefore for bills to pass this session, they need 2 votes to pass the Senate and 2 votes to pass the House, totally 4 votes --> in this case unanimous votes among our 4 congressmen.

A couple sessions from now, we'll have filled the new seats and have 3 senators and 4 representatives. How many votes will a bill need to pass then, assuming that all 7 seats are filled?

2 out of 3 votes in the Senate, and 3 out of 4 votes in the House. (Again 2 out of 4 votes in the house would only be 50% and not greater than 50%).

So the Speaker of the House or Senate leader abilities are a little meaningless in S5, because essential any of the 4 congressmen has the ability to kill a bill. But the strength of those leadership abilities increases as congress grows. If the House had 15 Representatives, 8 yes votes would be required for a bill, but the Speaker of the House would have the ability to kill one bill, even if all 14 of the other members supported it.

sugestion: lets us not go on the offensive on japn for now or try to provoke war with them by settling near them. i suggest building two horseman so when a possible japenese offesnive comes and bogs down we can use the horseman to counterstike their flank.

( by the way what is our reletionship with japan are they hostile with us or what)
i also suggest to secure the iron resource nearby becuase we are gping to need a navy later on and maybe can be used to blockade japenese cities latter
