A question about culture

Alright, I recently played a game as Alexander, and basically took over all of George Washington's land by expanding my culture so much his people revolted and switched sides. I then tried the same type of game as Roosevelt, I then didn't generate as much culture as I did when I played as Alexander.
My question is: What civilization is best for a cultural victory?

Elizabeth is generaly agreed on beeing best though ghandi(non-vanilla or saladin in vanilla) are also good. Mansa is also decent and huyana capac is really good if you take advantage of his UU on the slower speeds.

Well, I'd say Ethiopians - incredible UB, Creative amplifies culture influence and Organized shines later on, which ensures that leader's traits will be useful throughout the whole game.
Also Koreans with their Seowon, Financial gives more commerce - that means more science and culture for You.

But yeah, with Liz and Capac You can pretty much win any way You like

You can will culturally with ani leader. The better ones are philosophical (faster great artists) and financial leader (because moving teh culture slider up gets more culture). Spiritual is also good if you spam religions and get alot of catherdrals (see the HOLY SAL game through my signature). Corporations are another source of heavy culture. Industrious leader help with getting early wonders which double in culture points after 1000 years.
