There's no way a private entity would ever have access to the same sort of resources that the cops do. What you are proposing is a bad idea.

I emphatically capitalize on the fact that insurance is governments way of raising taxes since they can no longer do it and survive. The reason why capitalism does not work is because when you take away responsability and give it to the state, it is no longer capitalism but socialism. It seems you want the reward of capitalism but leave the burden on somewhere else. Capitalism will never work for socialist and Socialism will never work for capitalist. If you can succeed to be responsible in a socialistic society, you are not being less of a burden if you complain you are doing more than your share.

There's a reason the Coast Guard doesn't want you jumping into a raging river to rescue someone from a flood. They're simply are. You've got babies wit a cry that pierce your ear drums and children who don't listen and generally tick you off. They are best seen and not heard. Why should my taxes for the police be wasted on finding some bratty kid when the parents can't keep track of them?!
That is why I am proposing that the superior skills of the private market be tasked to the search and rescue rather than the government.
