Adding/modifying a core concept

Maybe my terminology is off, by I was wondering if it is possible to modify the core concepts like happiness. What I wanted to do was alter the happiness and divide it in two. Create a global health variable that restricts growth, remove that restriction from happiness, and have food resources/buildings increase your health level. Also, I wanted to have happiness make people not work instead of just sack a % of your production. Like, for every 1 unhappy have 1 citizen not work, or for every 1 unhappy have 1% of citizens refuse to work (rounded up to the next citizen).

Is that possible with a combination of lua/xml?
