AI avatars wrong way round

I recently got CIV4 complete from Steam after successfully uninstalling all of CIV4(phew!)

I had noticed that previously some of the AI avater pictures that appear lilke in diplomacy are the wrong ones. Notably Qin Shi Huang and Kublai Khan are ALWAYS in place of each other. It does not change with each new game, and in fact since the first time I noticed it has stayed this particular way. With the new install from Steam this is still the case. I was hoping it may solve it, but no. Anyone know what might cause this and how to put it back to normal?

Those two were swapped in some patch. Before the patch they had them backwards. After the patch they were they way they always should have been.
