What spells have you seen the AI use effectively, or at all?

Enchant Weapon
Summons (mostly in old versions, not so much in .30x)

What spells have you never seen the AI use?

Fireball
Meteor Swarm
Dispel Magic

It's because the Devs focus on completing the features of the game, starting with a complicated AI now for unfinished content will be messy and probably break every time features are changed or major content is added.

Yeah, AFAIK AI changes are scheduled for Ice stage. And Acheron in prev versions did use meteor swarm (though sometimes in a strange way, but sometimes it was OK). You can model situations with WB and see AI behavior. Yesteray I've seen AI effectively using Air III and Domination. Still it is usually unable to grow up mages.

Especially since most players conspire to assassinate them

Sounds like the AI code is in need of some enhancements.

Well, yea. As stated, that'll be done later.

I think it has something to do with the fact that there's no spellcaster unit type in Civ for the devs to work with, so I can only imagine that the AI work in that regard would be a little... extensive.

Yeah true enough, I meant the Adepts, those I allways try to assassinate. Only magic units except Adepts and Heroes I see are pretty much the Divine ones.
