AI not starting wars (solved)

I've played on all the difficulties up to emperor and only once AI started a war against me in modern era. Is AI more aggressive in higher difficulties? Perhaps my often focus on other victories, never being aggressive against AI and very small army has to do something with AI never responding or starting with wars? The most I get is -90 likeness (max hate) but no wars whatsoever.
 
I play on Immortal. The AI is pretty consistently warring with me or amongst themselves. If I ignore diplomacy and put all my influence into things like city states, I generally find myself getting dog piled.

I actually use the AI mod you mentioned and I was wondering if this might be the reason. I'll try to be aggressive next game and see if it's changes AI behavior, thanks for letting em know

I play on what I think is equivalent to Emperor (2 levels above the default), the AI really didn't declare on me until Modern age when I was closing in on victory. I had 3 of 4 AI's declare on me including my former alliance member. I guess maybe they saw me approaching victory so declare. They sent a lot of troops and Navy, but most of it was piecemeal, and I was able to handle it.

I don't recall any declarations earlier. I declared surprise war on Isabella in the exploration age because she took 2 of my treasure fleet resources for my planned 5 resource city. She messed up my perfect city spot. Interestingly, she was the only one not to declare on me in the modern age despite me putting the hurt on her previous age.

I got declared kn by the entire world all last game. Perhaps you are too strong? I wasn't building any troops.

Likely ideology made everyone hate you.
 
They seem to be deterred by military presence. I've had games where one AI will start a war with me if they cant see my military units. Other games were they denounced, I had a strong showing on the border, and they wouldn't declare war and just stayed mad, through 2 or 3 ages.

My issue is with how they wage war. I've seen Rome denounce and come at me with a single legion then crap the bed and Rome burned. Theres another flock of birds strategy I see. Just a horde with no general or siege. AI generals seem busted they sometimes charge in without any army and sometimes seem to go deadstick. The AI should fill up their generals, reinforce a siege to the general or 2. Same with AI ships in exploration I have seen maybe 2 AI fleets in exploration. Many lone fleet commanders.

I suspect as much. Even though it doesn't show on the banners. My military was fairly low, but of course I had a crapload of money to insta buy At units in every town and city.

I read somewhere that AI are more likely to be more aggressive in modern age. Maybe Isabella was intimidated by your war in the previous era and she knew to not mess with you next time heh

I rarely build any troops, I only start building an army when I'm threatened or I'm going for a domination victory

I heard about how reckless and stupid AI can be with some decisions, especially with generals and placing settlements. I use AI improvement mod which helps with these issues.

The AI is forced to declare war in the modern age, WW1/WW2 is the "crisis"

Oh! That can't be a coincidence then I think. Please let me know how did your game go.
 
That's the big thing with mod - they could do good things, but they aren't as tested as the game itself and they could mess with a lot of mechanics sometimes in quite unexpected ways. I only use mods for games where support cycle already ended... or for Bethesda games, which are not supposed to work without mods.

That's fair, modding AI in games can be a double edge sword after all
