Sorry to be annoying, but how could they? Countries with low Stability can go to war (if with possibly serious consequences at home), and normally can colonise regions anyway.
The update seems to have come on time and I withdraw my criticism accordingly, but one question. I ordered an invasion of Dai Viet and the colonisation of an additional province. What prevented these things happening?

So you advocate people being allowed to break promises without good reason? There could be expectations, but a right to annoyance is the default.
The colony is simply too far and isolated to really hold onto.

Let me put it this way, had you actually attacked Dai Vet there is an incredibly large chance someone would have made a coup attempt back home. In his infinite wisdom the Emperor decided to keep his friends close and his enemies closer.
You can't just overturn the mod's decisions in an update. I know you would have like to done this because of that, but hindsight is 20/20 you know.![]()
Saying that the Emperor (who I am supposed to be playing) made a certain decision is god-moding. This sort of thing constitutes an exception.
NESing by its very nature cannot have godmodding, since the mod does not have his own country or interest within the game.
Okay, let me put it this way, if some country declared war on you, yet Warman followed your orders to the dot, and you got your colonies and stuff, yet that region bordering your hostile country got overrun, what then? Except, in your case, that region, and several other regions, is threatening to rebel and declare war on you, and had Warman not directed the resources towards pacifying the rebels, you might as well had a massive rebellion on your hands. Personally, I prefer a functioning nation (if barely) over a few minor conquests and colonies.
