I have tried something the other day, played a hotseat in single player all by myself. There is a pattern in which you are getting rewarded. THe first civ to get a ruin is always archery. The second is culture and so on till it gets at the end of rewards and then it replaces techs (mining is the second round). There is a fixed number of 'tech ruins' though.
