This post has a working download, you just have to click on "Скачать 390 МБ" to start the download. The zip seems to have a bunch of extra files, though you just need to extract the .biqs into the Scenario-folder and the .rar file to a location of your choosing, and then extract the contents of the .rar file into the Scenario-folder as well.
