Anyone else have problems with Radio Free Europe?

I've got the Freedom Ideology. I've got the Broadcast Towers (through CN Tower). But no achievement.

I searched the interwebs and the technical support page and nobody else has had this problem ... any ideas? I just got another achievement in the same game, so I'm connected to Steam and all.

Yep, 10 of them -- I'm loaded up!

The achievement might tap into events that fire when a building is completed, so no freebies. also, mods?

No mods. Got rid of the annoying "Finish the Exploration Tree" and the leader in the international projects achievements out of the way, but no luck with this one, OR the "It Belongs In A Museum" -- had 10 different artifacts from 10 different city-states, no achievement. Merh. (Most of them -- perhaps all, but not sure -- I dug up myself. Maybe you have to dig up all 10 yourself, and one was from another civ?)

Nope -- got other achievements while playing. Got 'em now, no big deal.
