Clearly you live in a different EU. Half the population goes above college education, and it's not optional for the majority of current job advertisements. As for health care, I don 't even what to start, it'd be a long post.

Having your elected officials publicly declare their assets would be a good start.

We already have that. It's not the same as seizing anyone's assets just because.
 
but it is reasonable for people to remain silent when asked to explain the source of their assets. It aint up to the accused to prove their alleged guilt.
When a cop stops you driving and asks for your license and registration you don't go "Nah, up to you to prove I don't have them", do you?

Anyways, this discussion is going in circles. I'll try and make a bit longer post about reverse onus and how it meshes with the concept of presumption of innocence later on...
