It is... At least the one in my post is. Not sure why it wouldn't be for you too.

The one in the post is certainly transparent. The one as his avatar is certainly not.

And it's a .gif, not a .png, so the problem isn't the IE6-png glitch. And I'm looking at it in FF3 as well....
