It was. It happened in a much earlier version, but it was definitely one of the few instances thereafter
that Leoreth did anything to alleviate tight city placement (since he wanted to encourage it with City States).
I have no idea. But IIRC, Artacoana was indie, India conquered it and decided to plop a city directly adjacent to it. I was pretty surprised at the time.
Might it have to do with continental borders? I think there's a continental border running straight through central Asia to have the middle East and Persia technically be part of Europe for AI reasons. (That's what I heard anyway, I could be wrong) Maybe cities on one side of the continental border don't prevent cities settled one tile away on the other side of it. (I'm just guessing here)
