Some leaders have odd recommended civs in the base game, especially in antiquity. The big one for me is José Rizal, from SEA, being pushed towards the Mississippians and the Maya, or Isabella being suggested Egypt, across the Mediterranean, but not Rome, which actually ruled her region. Another weird trend is that about half the cast is pushed towards Rome, but only Confucius is biased towards China.
So, I made a mod to fix it! Baijen's Better Civ Biases changes the suggested civs for a few leaders—these are both those highlighted in game setup and those the AI is weighted to choose. In short, I added better regional matches to a few leaders (based on their home country) and removed a few nonsensical ones.
