Balancing STWeak in the absence of Hell terrain?

It's been quite awhile since I've seen much Hell terrain in a game. In my LAN group we've been avoiding playing Veil because STW, outside Hell terrain, seems far too advantageous.

So... how might STWeak be balanced to allow evil to thrive in hell terrain without making it so powerful outside it?

I'd thought that having the civic give bonuses to hell-terrain only improvements would work, but I don't think there are enough hell-only improvements to make that work.

Any suggestions?

Either way you go though, with enough Sanctify casting mages/adepts they can still hold off Hell everywhere but where it specifically benefits them most.

Yeah, that's what I was thinking. OTOH, maybe a general boost to military production or exp. would help STW if I nerf it some other way.

May be the way I'll have to go.

I might even push the food production for hell terrain back up and remove the 1f/person feature. It'd be a shame but it'd allow us feel OK about using STW again.

I could probably throw in some Hell-resource penalties for non-STW civics in that category, too.

Not really a problem for us given our mana-restriction house rule. Good point, though.
