I cannot see a situation where we don't get Inca and some form of the Ottoman Turks (likely as the Ottoman Empire, but there are other options that could be thrown in as a curve ball). They are simply too significant to not include - and it is surprising that they aren't already in the game.
A lot of people here believe Georgia will be included. Georgia fits the game well, has a famed medieval female leader and has never been represented. She'd make an excellent choice.
Finally, there has to be an African civilization - and I won't be convinced otherwise until all the civs have been shown. I believe Songhai/Ghana/Mali or the Zulu are the most likely choices - and Mali is the most likely iteration of that Western African Empire to make the cut. However, I'm still holding out hope for the Kingdom of Madagascar.

Count me as one of the Italy-skeptics. I can't see South America and Africa not getting one civ each, minimum. It is really hard to imagine the Ottomans being left out again, and Georgia seems to be a pretty strong bet at this point. What do you replace?

Antanananarivo is seen as a city-state. Sorry for killing your hope, but I actually want Zulu, Ethiopia, Mali and Carthage now before we add more African dark horse civs. We already have two new civs in Africa. I just want to have more mainstays/staples at this point for Africa tbh.

Oh well, that's not surprising. It would have been neat, but as long as some Sub-Saharan/West African civilization makes it, I'm happy. Honestly, I believe the exclusion of Mali up until this point is almost as surprising as the exclusion of the Ottomans and the Inca. Mali was the most powerful indigenous African Empire for a long time and had a significant influence on Europe and the Middle East. They also fit the new mechanics quite well. I think we're more likely to see Mali than the Zulu. Ethiopia would be interesting, but that region of Africa is already well-represented.
So then... I'll clarify my list: Inca, Ottoman Empire, Mali & Georgia.
Possible curve-balls: Some form of Italy, Maori/Polynesia, Gran Colombia, Carthage, Timurids (I know they will never appear, but a Silk Road civilization would be truly awesome...)

I would be surprised if we only get 1 more new civ so I'm thinking Ottomans+1 vet+2 new.
Edit: Might as well say I believe Inca will be the other vet simply because they seem like a big hole in the line up like Mongolia and a north American civ.
Celts may be replaced with Scotland as an all-new civ. Unlike Ireland it lacks a city state, and V's Celts were slightly biased toward Scotland: Edinburgh as its capital, using Pictish warriors while the Ceilidh Hall is pan-Gaelic. The theme song was based off one of the Scots child ballads. Generally the popular stereotype of a 'Celt' seems to be kilt wearing bagpipe playing Highlanders. Of course I hope they don't try to base their choices off stereotypes. Ultimately I think it's more likely the Celts will just be left out of this expansion however.
So it seems like Portugal is ruled out, there are so few choices for returning European civs left.
Armagh has also been spotted as a City state, but I believe that doesn't necessarily rule out the Celts, especially if they use ancient Gallic settlements for the city names. Still Edinburgh and Dublin aren't City states, so those may end up in the Celtic City-list.

Hmm, i think Inca + Isabella. Or Ottomans thrown off and in a DLC with Hungary. The only thing speaking against Inca's is that Machu Picchu isn't in the game yet, but they probably scrapped Machu Picchu and Neuschwanstein because they would have been built on a mountain and it would be weird?
Inca's actually could be strong because of their bias. Mountain bias, that's like a lot of powerful campuses potential locations, (or holy site if you want a religion going), possibly more hills too for production. And if their UI is like a terrace farm (food + housing bonuses) than they would be ridicilously strong.
But maybe we will see a dark horse South-American civ like Colombia or hopefully Muisca.

I think Firaxis is avoiding putting the same Civs as DLCs. I bet Inca will be included in an expansion instead of DLC. And as for Isabella, I wouldn't care if she doesn't return. I really detest her in real life. And Philip II fulfills her religious fanatic niche.

Then it is would be Hungary, Baltic Civ (although Vilnius is a city state), Byzantium is likely but maybe it kinda Romance or another Balkan civ. But i think Caucasian especially Georgia is the most likely
I think we'll see, maybe even in this order:

I'm a bit less sure of the last spot than I was. The only thing I'm certain of is it's either going to be an European or an African Civ. I'm ruling out Canada on the basis of the Cree, though I wouldn't be surprised to see them as DLC or in the next expansion. Italy is still my top pick, but if not then we might see Carthage, Mali or (for a wildcard suggestion) Scotland.
We don't really have any Civs revealed so far that are faith or culture powerhouses. Worth bearing in mind. Tamar seems likely to be the female leader with Golden Age themed bonuses, so could have a culture focus. Then again, if you want a Civ that screams culture, Italy has to be quite high up the list...
