[R&F] Based on the new features - which civilizations and leaders should be introduced in R&F?

I'd like to see them release an XL TSL map that doesn't feel so cramped.

Might also defray some people's concerns about location for the new civs.
Also, standard size TSL Europe, TSL Classical Age (Europe, North Africa, Near East), and once XPAC 2 comes out and the next round of DLCs is complete TSL Americas to simulate the colonial conquest era.

Zenobia is Near Eastern, not African, but would make for a compelling leader.

As previously stated, Yodit/Gudit could be a good leader for Ethiopia. She's already been featured in an Age of Empires II XP.

Mexico is Northern America
Geographically yes, but culturally Mesoamerica is its own region. In general parlance, "Native Americans" refer to the non-Inuit indigenous peoples north of the Rio Grande; the same definition (usually minus the Na-Dene) is generally used in scholarship. Canadians use the term "First Nations" in more or less the same way.

So where are we sitting, overall?

Netherlands
Korea
Mongols
Cree
India (alt leader)

That leaves 4. Inca seem like a lock to most of us. An anatolian civ seems inevitable as well. Georgia is still a possibility. An african nation seems likely.

Inca (probably male)
Ottomans (probably male)
African Nation (Zenobia, Dido, Ranavalona, Nandi)
Canada or Georgia (Canada has no female leader *cough*Campbell*cough*, but it is the only BNW 'Former Colony' to not be included so far)

Question: what are our thoughts on Ranavalona? Is she too brutal to feature in Civ VI? They tend to avoid controversial leaders as much as possible these days.
Honestly fo me the 4 I would say is :

Incans (most likely a male leader)
Georgia (Tamar could be the female leader that plays the ages well)
Palmyra/Syria/Aram (whoever Zenobia leads in this civ)
Ottomans (Male leader most likely)

Is there any indication whatsoever of Zenobia? I doubt we will have both her AND Tamar, in the same expansion at least.

Also,

City Invite: "Our great city is not many leagues from here. Shall I set aside a portion of the king's meat for you?"

This is so wrong if taken out of context.

I agree. I think Tamar has more than a decent chance of making it, but, if she does, then I highly doubt Zenobia would also be included.

I'm also not certain that, excluding Chandragupta, there will be a 50/50 split on males/females.

Was just about to edit my post with that. Forgot it had been spotted. That leaves only Zenobia, Dido and Nandi (Nandi has pretty much a 0% chance in my opinion) for female African rulers that I know of (excluding existing civs). Do we know of any others? My African history is not up to snuff.

[Edit]: Found some:

Yaa Asantewaa (Ashanti)
Taytu Batel (Ethiopia)
Amina (Zaria)

Amina seems unlikely because she's a folk hero that may or may not have even existed. Very little is known about her outside the realm of mythos. We aren't even completely sure when she reigned (that worked for Hiawatha and Dido previously, though).

Don't forget Queen Idia of the Benin Kingdom/Empire. There's also Yennenga of the Mossi, who's legendary as well, Orompoto of Yoruba/Oyo, Ana Nzinga of Ndongo, Zewditu of Ethiopia, and Nehanda Nyakasikana of the Shona. Also, Dihya of the Berbers.

I would put Tomyris in the same category as Amina and Dido, may or may not have existed. :p

Considering most Persian, Babylonian, and non-Herodotus Greek texts on the death of Cyrus says he died in bed of old age, I'm leaning towards flight of fancy on Herodotus' part (and even Herodotus questions the authenticity of the story). Still, the name is Iranian, so maybe only the part about killing Cyrus is made up (or mis-attributed). Who knows?

Wouldn't she be a Kongolese leader? She's the only one on your list I've heard of, but disregarded because her civ is already present in the game.

She was presented as a Kongolese leader in a popular Civ5 mod, but if memory serves, her kingdom of Ndongo is actually in modern-day Angola.

I have the sneaking suspicion that Africa will get the short stick this expansion. Or I could be proven wrong in a few weeks time. :p Perhaps, at least one made it. I'm hoping it's Mali even though Wilhelmina is the "billionaire". :p I think Carthage is either sitting this out or in the expansion with a non-Hannibal leader.
Not entirely sure about South America getting the Inca yet. It's just a hope of mine, since the Maya are out. No Machu Picchu wonder is a bit concerning though. Maybe we'll get Gran Colombia.

I'm still expecting at least one more European Civ in R&F, whether a returning Civ or a new one I don't know. I don't think it's Portugal. Firaxis will probably want to save that for the 2nd expansion. Some form of the Celts is possible. Would Italy or a different Italian city-state count as a "new Civ"?
And the Middle East will likely get at least one Civ, whether that's only Georgia or something else like the Ottomans is a mystery for now.

I'm near 100% sure Africa drew the short straw in RF.

Inca
Italy
Georgia
...and sadly, Turks. (Though I'm hoping they get cute and use Seljuks and push them into more central Asia TSL)

If they do add another American Indian tribe, what about the fierce Comanche? From everything I read (I'm by no means a history buff) they were by far the most feared and one of the most well known. Or even they Seminoles. To play a straight up domination Native American civ other than Aztec would be fun. Plus, they would be centered around the Mid game.

With Taj Mahal showing up as a wonder then Chandragupta as an alt leader, I would still like to think that Kilwa Kisiwani would be somehow a clue to an African civ despite Zanzibar remaining as a city state.

Edit / Add:
So I guess the remaining civs after Cree would probably be:
1. From Africa
2. European (Italian state)
3. Georgia
4. Inca

I would like to see the Inca and another African civ. As for the other two, Ottomans and Carthage. :)

My money is currently on Byzantium, Ottomans, The Inca and Mali. Do you have any other speculations?

I'm going for Inca, Mali, Ottomans and Georgia. Doubt they'll release Byzantium and Ottomans in the same expansion, also while they cover the same area in the world. Additionally, Byzantium has significant overlap with Rome, and might even be viable for an alternate leader construction.

And from what I've heard recently Tamar is worth more than just a meme, and there was that interesting thing in the trailer where some soldiers appeared to wear Georgian garments.

Inca
Some configuration of Italy
Georgia
Turks (Ataturk as leader. Would play really well with age system)
