Basic: How to adjust technology expense?

Hey, I'm over from Civ III and I can't get something basic done -- increasing money devoted to technology.

In the upper left, the tech screen shows a circle like a clock, and the arc slider moves around it some at every turn. I try to drag it, and no deal. What basic move do you make to increase money for tech? Please use detail.

Gold and research are no longer related. Science comes directly from population. The only relation they have is, if you get to 0 gold and negative income, that is substracted from your research

Which is funny.. i mean you can't spend gold on research but lacking gold reduces research...:crazyeye: Yet another wtf added for pure gameplay purposes.

It's a better relationship if you look at it, as you have more freedom to decide how you'd like to make your science, and you'd you'd like to make your gold.

I'll admit, my first few game attempts, I was really frustrated. "Why can't I turn up my slider for more science?" and "Grrr, it'd be nice to crank down my slider so I stop hemmoraging money" were common thoughts. But now I'm loving it.
 
You adjust it by building science buildings in the appropriate cities, and spending resources on scientist specialists, and eventually getting great scientists. Some social policies help, too.

For example: You can also increase your population, since you get 1 beaker per citizen. Library adds 1 per 2 citizens. Other buildings increase by % the amount of science produced.

Funny thing is, building science buildings is the equivalent of turning money into science, simply because they have a maintenance cost now..
