Best Tile Improvement for "Plain"

I've never worked Plain Farms. I am definitely open to putting Cottages or Workshops on them (or just leaving a Forest on them). I'd rather have a size 5 city that has a purpose than a size 10 city full of 2F/1H tiles. It also takes a long time to grow a city when it has a 2F surplus. I feel it isn't worth the time spent just get +1H on your next size growth.

Unless I have a need to do something with them early, I just let automated workers road them and decide later what to do.
