Blinking text menus

I'm having a strange problem when I open text menus in the game, for instance even in the settings screen I go into advanced options, the screen blinks like crazy. If I exit out of the text menu, the map shows just fine. Changing the resolution, AA, and other settings don't seem to affect anything. Basically anytime I open a popup screen that displays alot of text it's basically unreadable.

It could be my hardware, since I'm running Win7 x32 with a Dell D620 laptop with nVidia quadro NVS110M graphics. On my desktop with Win7x64 and ATI graphics card the game runs perfect. Any ideas? Thanks!

are your graphics card drivers uptodate?

Thanks - yes, they are up to date as they can be, I'm running win7. The drivers are dated March 9, 2009, and the latest drivers from dell for Vista-32 are from last year. Unfortunately I have to get the NVS110m drivers from Dell, the mobile quadro drivers on the nvidia website won't work (lattitude is excluded)...

hidemoviebackground = 0
to 1
in the civilizationIV.ini

is anti-aliasing on in your graphics driver settings?
